Changes for version 0.23 - 2018-03-05

Fix a bug where if a path has a perl like verion in it would cause t/13 to fail.
Added some diag statements to help track down other cpantesters issues

To install App::MechaCPAN, copy and paste the appropriate command in to your terminal.

cpanm App::MechaCPAN

perl -MCPAN -e shell
install App::MechaCPAN
