convert Changes from YAML to CPAN::Changes::Spec format

in lib/Dist/Zilla/Plugin/ChangesFromYaml/Convert.pm

To install Dist::Zilla::Plugin::ChangesFromYaml, copy and paste the appropriate command in to your terminal.

cpanm Dist::Zilla::Plugin::ChangesFromYaml

perl -MCPAN -e shell
install Dist::Zilla::Plugin::ChangesFromYaml
