! Add Date::Parse dependency (apparently not available on some perl 5.10 test machines)

Keeps/removes included text based on whether the current date is within range.

To install Template::Plugin::ByDate, copy and paste the appropriate command in to your terminal.

cpanm Template::Plugin::ByDate

perl -MCPAN -e shell
install Template::Plugin::ByDate
