ensure we build on modern EUMM, restore dynamic_config in META.

Alexandr Ciornii (alexchorny@gmail.com) provided patches to workaround RT#117800: ExtUtils-MakeMaker: don't know how to make dynamic.
Olli-Antti Kivilahti (olli-antti.kivilahti@jns.fi) provided patches to test that we return undef on server errors.

Perl client for memcached, in C language

To install Cache::Memcached::Fast, copy and paste the appropriate command in to your terminal.

cpanm Cache::Memcached::Fast

perl -MCPAN -e shell
install Cache::Memcached::Fast
